Council Expands Research on the Ripple Effects of Immigration Enforcement in the Bay Area

Building on the Bay Area Council’s 2025 statewide study The Economic Impact of Mass Deportation in California, we are launching a Bay Area-specific analysis to better understand how heightened immigration enforcement will impact our region. With federal funding for ICE increasing, it is not a question of if enforcement ramps up here, but when. Early evidence from across California already shows the profound economic and community ripple effects: in Ventura County, ICE raids in June led an estimated 25-45% of farmworkers to stop showing up, causing projected crop losses of $3-7 billion and produce price spikes of 5-12%. Restaurants in Los Angeles have reported revenue declines of up to 25%, while Bay Area businesses have begun experiencing worker no-shows, customer drop-offs, and even temporary closures driven by fear of raids. And it’s not just agriculture and service industries under threat, visa programs like H-1Bs are also facing new challenges, signaling that no industry is safe from disruption.

The damage extends well beyond lost revenue. Labor shortages are raising operational costs as employers scramble to cover shifts with overtime or reduced hours. At the same time, federal inaction on immigration reform continues to leave businesses and workers in limbo. Several bills introduced in Congress this year – including the Farm Workforce Modernization Act, the Registry Update Bill, and the Dignity Act – could help stabilize labor supply, lower food costs, and provide legal protections for long-term residents.
