The Bay Area Council has been a longtime proponent of expanding the use of public private partnerships (P3) to construct infrastructure, so we were thrilled recently (July to mark the 10-year anniversary of one of the region’s most transformative projects using P3. Spanning 1.6 miles along Highway 101 in San Francisco, the Presidio Parkway serves as the southern approach to the Golden Gate Bridge and gateway to the city and the Presidio National Park. The Parkway’s completion enhanced the seismic and operational safety of the regional highway, transit circulation, and connectivity for pedestrians. It also enabled the Tunnel Tops project, a stunning 14-acre park within the Presidio that was built on top of the Main Post tunnels.
Not only was the Council a strong and active proponent of the project, but its construction came at the same time the Bay Area Council Economic Institute produced a series of reports highlighting the benefits of P3, reports that were instrumental in the use by UC Merced in its campus expansion.
