Matt brings over 20 years of experience shaping public policy at the intersection of business, government, and community interests. As Chief Policy Officer at the Bay Area Council, he leads the organization’s policy team as well as legislative and regulatory strategy across local, state, and federal levels, with a focus on housing, transportation, water, public safety, energy/climate, workforce and economic development policy.
Before joining the Council Matt worked in various positions in San Francisco City Hall and the state legislature. He also served as a government affairs director for a Fortune 500 company and as a campaign strategist on several local and statewide races. Matt is a frequent speaker on regulatory trends affecting the region’s economy.
Originally from Ireland, Matt holds a LLB law degree from Middlesex University and a Post Graduate Diploma in Marketing from the University of Ulster. He is a member of the American Enterprise Institute Leadership Network, and was a Contra Costa First Five Commissioner for over a decade. Matt lives with his wife and daughter in Pleasant Hill.
