Alex Foard oversees the Bay Area Council’s global programs, directing the organization’s international strategy and cross-border partnerships. He founded the Council’s Global Business and Investment Committee, developed new global initiatives in Europe, Africa, and Southeast Asia, and established the Council’s presence at APEC through the launch of the Silicon Valley Meets APEC series in 2023—now a key platform for convening business, government, and technology leaders around global economic issues.
Alex has led major business delegations, international policy forums, and market-entry initiatives, working closely with public- and private-sector partners to strengthen the Bay Area’s global economic engagement. Before assuming his current role, he directed the Council’s advisory programs in Hangzhou and Nanjing, helping both cities transition toward innovation-driven, research-centered economic development and building long-term partnerships across business, government, and academia.
Alex previously co-founded international biotechnology venture, Maple Bio, and has extensive experience in market analysis, fundraising, global project development, and policy advisory work. He holds dual degrees in International Economics and International Studies from the University of Missouri.
