Bay Area Council Strengthens Tech and Innovation Policy Leadership with New Senior Vice President

The Bay Area Council is elevating its leadership on technology and innovation policy, both in California’s capital and across the Bay Area-Silicon Valley region, to ensure our region continues to shape the policies that drive global competitiveness.

As artificial intelligence, data centers and digital infrastructure, advanced manufacturing, and workforce transformation become defining issues for California’s future, the Council is sharpening its focus on how policy can support the state’s innovation economy. This work is vital not only in Washington D.C. and Sacramento, where major decisions are being made, but also in the Bay Area, the nation’s most dynamic hub of innovation, from San Francisco and Silicon Valley to the broader nine-county region.

To lead this effort, we are thrilled today (Sept. 10) to welcome Peter Leroe-Muñoz as our new Senior Vice President of Technology and Innovation and General Counsel. Peter brings deep expertise at the intersection of law, technology, and public policy, along with years of respected leadership in Silicon Valley. He is widely admired in Sacramento and across the state for his ability to build consensus on some of the most complex and pressing issues facing the technology sector. His thoughtful and pragmatic approach has earned him a reputation as a trusted advisor to both business leaders and policymakers.

“The Bay Area Council is extremely fortunate to add a leader with Peter’s immense skills, talent, knowledge and expertise to expand and deepen our work in the technology space,” said Jim Wunderman, President and CEO of the Bay Area Council. “Peter is a highly respected voice in the technology industry who will immediately elevate our work and influence to ensure Silicon Valley, San Francisco, and the wider Bay Area-Silicon Valley region continue to be the world’s dominant innovation and technology powerhouse.”

“The Bay Area Council has been historically renowned for its incisive and passionate advocacy on behalf of the Innovation Economy,” said Peter Leroe-Muñoz. “I’m thrilled to join the organization for its next chapter of growth.”

Even as the Council grows its technology and innovation policy portfolio, we remain fully committed to advancing the broad agenda that matters to all our members – including housing, transportation, public safety, clean energy, workforce, and international connections – while ensuring that the Bay Area’s leadership in technology is sustained and strengthened for decades to come.

The Bay Area Council has long been the voice of business in Northern California. With Peter’s leadership, we are ensuring that the policies shaping the future of technology are rooted in innovation, responsibility, and opportunity for all.

At the same time, we are also expanding our physical presence in Silicon Valley, based out of San Jose, to bring greater focus to emerging issues in the innovation economy and to strengthen connections with the region’s civic and business leaders. This expansion comes in direct response to our members, particularly in the technology sector, who have asked the Council to engage more deeply where so much of the global innovation economy is centered.
