Policy and Regulatory Counsel
Kelly Obranowicz is Policy and Regulatory Counsel for the Bay Area Council. Kelly leads several of the Council’s transportation policy initiatives and advocates for regulatory frameworks that simultaneously advance new transportation technologies and reduce traffic congestion and carbon emissions throughout the Bay Area. Most recently, Kelly practiced law as a regulatory attorney in the Environment & Energy group at the law firm Morrison & Foerster. Previously, Kelly worked in the legal division at the California Air Resources Board and at the U.S. Department of Energy’s Clean Cities program. She holds a J.D. from UC Davis School of Law and a Bachelor of Science from Vanderbilt University. Kelly is a proud alumnus of the Clean Energy Leadership Institute and currently serves as a Board Member of the California Environmental Law and Policy Center.
