Bay Area Council
Emily Loper is a Policy Director for the Bay Area Council, where she conducts policy research and analysis and executes policy strategy for the Council’s committees on Transportation, Water Transit, Commuter Shuttles, and Gender Equity. Emily leads the Council’s water transit and gender equity policy work.
Prior to joining the Council in 2014, Emily worked at Keker & Van Nest LLP in San Francisco and in federal and local legislative offices with U.S. Senator Dianne Feinstein and San Francisco Supervisor David Chiu.
Emily holds a Master of Public Administration degree from the USC Price School of Public Policy where she was a Dean’s Merit Scholar, and graduated with honors from UCLA with a degree in Political Science and International Relations. A Bay Area native, Emily enjoys cycling, hiking, and skiing on the weekends.
