At BACF, we are committed to making the Bay Area the most innovative, competitive and sustainable region in the world, driving solutions to our most critical issues and opportunities by providing unbiased information, policy recommendations, action plans, programs and projects.

Backed by the Bay Area Council (BAC), a 501(c)(4) organization with over 60 years of experience and a successful track record in the public policy arena, we provide a strong framework and resource base for addressing the interdependent forces that govern the regional economy, with an eye on local, state, national, and international factors.

BACF fulfills its mission by:

  • Researching: As of January 1, 2008, the Bay Area Council Economic Institute (formerly the Bay Area Economic Forum) became the public policy research arm of BACF. The Institute continues the well-established procedures of public-private review and oversight that for twenty years have been the hallmark of the Bay Area Economic Forum and its high-quality research publications. Through the Bay Area Council Economic Institute, we conduct in-depth research into the key issues impacting the Bay Area economy and disseminate our research findings through publications, the media, and public forums.

  • Educating: We educate the public on community issues and potential solutions, helping to bring business and community leaders together to gain knowledge, share best practices, and help solve local infrastructure problems, particularly in underdeveloped and underserved neighborhoods in the region.
  • Implementing: We promote a variety of community-centered projects within the main focus areas under our global competitiveness strategy. For example, BACF helps create affordable workforce housing near job centers in order to keep our communities livable and our companies competitive in the 21st century. We promote the Bay Area’s scientific and technological leadership to build collaborative networks, facilitate entrepreneurship, and strengthen our highly-talented workforce. We also address issues in K-12 and higher education through programs that provide incentives for teachers, scholarships for disadvantaged youth, and workshops for low-income and minority workers.
